Subject: Springhead Spinnings
Dear Colleagues:
Does anyone know of any articles or illuminating discussions of the principle in Springhead Spinnings? I have read the Gouriet case but can't seem to square the assertions of the judges that (1) Springhead is rightly decided and (2) public rights are for only the Attorney-General to enforce. One or the other must be wrong, I think.
