I sincerely hope what I send you is received and would appreciate an acknowledgement thereof. I practice in South Africa as a Property Valuer (Chartered Surveyor in UK terminology). I have been involved in valuation for 17 years and am currently Chairman of the South African Institute of Valuers (Cape). In addition, I have been appointed as an assessor for the Land Claims Court. As you South Africa is proceeding with its land reform programme which is designed to restore land and provide other restitutionary remedies to people dispossessed by radically disrciminatory legislation and practice. I am keen to learn from yourselves and other members of your group who may have been involved in land restitution in other countries. My main area of interest will naturally be in the valuation approach which includes:- 1) Determination of compensation especially in respect of land previusly having been expropriated; 2)In determining compensation, taking into account:- The use to which the property is being put The History of acquisition The market value The value of the investments of those affected The interest of those affected. I am sure your group will find these topics interesting and look forward to further discussion. I've not been able to find a copy of the German law (or the Czech law or ...) for that matter. Of course I couldn't understand them anyway.
