The Government's attitude if the ultimate source of payment had been the Treasury rather than liability insurance or local government is easy to imagine.

However, their attempts to formulate a workable rule should be good for a laugh, if nothing else.

I have heard independently that the Association of Personal Injury Lawyers is hopeful of securing this legislation. Will it happen?? So much for the politics of tort ??
